Technical Operations

Technical Operations is the maintenance, repair and overhaul division of United. The department includes aircraft maintenance technicians, engineers, planners, ground equipment and facilities teams, supply chain teams and more.

Job overview and responsibilities

Ownership for Program Manager and repair supplier performance for Line Maintenance IFE-GCS to ensure that they are delivering what is required. Responsible for all invoicing processing, maintenance support and supply chain issues, maintenance program compliance and project support for this area. Supports the development and negotiation of contracts with vendors; providing day to day management of specific supplier relationships across the United System. Also long term strategic decisions based on total costs and partnering with Procurement, Engineering, Customers and Planning. Monitors supplier compliance including Site and Station Audits with Service Level Agreements and ensures that vendors are delivering as promised based on Operating Metrics. Oversees the administrating of supplier supply chain and maintenance data systems. Ensures coordination and resolution of problems related to supplier administration for all stakeholders. Plans and coordinates United to supplier transition.

Responsibilities Operational and Supply Chain Oversight

  • Develop Reporting Tools for GCS-IFE Programs to fit needs of all stakeholders

  • Monitoring and Ownership of performance against SLA commitments

  • Strategic supplier relationship management

  • Authorize decisions around BER threshold or unrepairable units

  • Resolve Repair processes halted due to errors in records or investigations in maintenance discrepancies or Maintenance Records requirements

  • Resolution of accounting payment mismatches and supplier receivable resolution request

  • Support piece part requirements at suppliers including payment/credits, if needed, to support repair cycle

  • Escalate unresolved cost disputes and/or logistical deficiencies to higher management

  • Coordinate with supplier and maintenance to cope with peaks in demand and removals

  • Request loaners, exchanges and/or FOC spares to address shortages or to fund upgrade programs

  • Revise or modify programs to optimize operational requirements and evolution of program scope

  • Notify suppliers of chronic units and reliability issues including Bad from Stock and request corrective action and/or replacement

  • Implement program requirements to support Airworthiness Directives with suppliers

  • Respond to deficiencies in Quality, turn-time, capacity and/or requirements for cost reduction

  • Asset accountability as it relates to specific programs; identify expected asset shortages and drive action for final resolution

  • Monitor/Support Operational requirements for seat availability through various reports (Aircraft out of service, Material shortage, Expedites, etc.)

  • Maintain and conduct Supplier training utilizing Component Maintenance Manual Familiarization Guide to ensure full introduction and direction for all business and maintenance expectations

  • Manage all quality escape activities as they relate to supplier compliance and internal airline reports

  • Technical review of maintenance program requirements through Engineering and Reliability teams

  • Take ownership for supplier projects that require status tracking and leadership input

  • Set Direction for support and participation of Cabin and Aircraft reliability as it relates to various products

  • Responsible for Policy compliance and adjustments to processes

Responsibilities Performance and Compliance

  • Process price adjustment request from supplier to comply with agreements/Contracts and maintenance direction

  • Manage negotiations of quotes/invoices on individual repair orders and CPH invoices. Including unit rate monitoring and trend analysis

  • Assist in design of remedy compliance and system performance

  • Identify alternate sources for repair and create competitive environment

  • Perform Site and Station Audits for suppliers in support of Compliance Goals, processes and other Activity driven to ensure supplier complying with maintenance and commercial guidelines and/or Support Quality findings and identify commercial consequences of quality escapes

  • Conduct Quarterly Business Reviews with Key Suppliers and include Line, Engineering, Marketing and Tech Services teams

  • Process Invoicing to ensure Compliance to Contract Rates and Statistics

  • Support business team for accurate financial planning and analysis, including monthly budget close meetings any budget forecasts

  • Support Procurement in proposal requests and implement movement of repair commitments with suppliers for cost savings, quality deficiencies, and more

  • Support negotiations (whether rate-per-hour, time and material or flat rates) with knowledge of removal trends, workscopes etc. and implement (or recommend) means to counteract cost increases or excess charges

Employee management/development

  • Coach, train and develop direct reports informally and through formal training programs, (e.g. on-floor coaching) and formal (e.g. written evaluation) job performance based feedback

  • Supplier leadership mentoring and direction to meet needs of United and continuous improvement for cost and performance improvement

  • Accountable for the leadership of the department by managing direct reports and for all personnel issues -- including guidance on selection, termination, performance appraisal and professional development of subordinates

  • Ensure departmental conformance with all Corporate, Legal and HR policies

  • Ensure adherence with maintaining a courteous, caring and respectful work environment


  • High School Diploma

  • Proficient in MS Office, knowledge of regulatory requirements and aviation maintenance practices

  • Minimum 3-4 years Supplier/Operational management. and/or 1-3 years Technical or Quality experience and minimum 3 years or leadership experience over an organization

  • Must be legally authorized to work in the United States for any employer without sponsorship

  • Successful completion of interview required to meet job qualification

  • Reliable, punctual attendance is an essential function of the position


  • BA/BS and Masters

  • FAA Airframe & Powerplant License, LSS Green belt

  • Project management skills and continuous improvement tools and techniques

  • Technical/Operational or business background in components and/or aviation

  • SCEPTRE knowledge
